Question for BL, MGBG, and any others familiar w/Skyway rules

Never been to the Twin Cities 'til this past Labor Day weekend. At 90
degrees F w/humidity to match I never even once entered one prefering the outdoors. Do they allow running? Bare feet? If yes to both WHAT A WINTER BAREFOOT RUNNERS PARADISE!
